Grammatical aspect Essay

Use the Simple Past to express the idea that an action started and finished at a specific time in the past. Sometimes, the speaker may not actually mention the specific time, but they do have one specific time in mind. Examples: †¢ I saw a movie yesterday. †¢ I didn’t see a play yesterday. †¢ Last year, I traveled to Japan. †¢ Last year, I didn’t travel to Korea. †¢ Did you have dinner last night? †¢ She washed her car. †¢ He didn’t wash his car. USE 2 A Series of Completed Actions [pic] We use the Simple Past to list a series of completed actions in the past. These actions happen 1st, 2nd, 3rd, 4th, and so on. Examples: †¢ I finished work, walked to the beach, and found a nice place to swim. †¢ He arrived from the airport at 8:00, checked into the hotel at 9:00, and met the others at 10:00. †¢ Did you add flour, pour in the milk, and then add the eggs? USE 3 Duration in Past [pic] The Simple Past can be used with a duration which starts and stops in the past. A duration is a longer action often indicated by expressions such as: for two years, for five minutes, all day, all year, etc. Examples: †¢ I lived in Brazil for two years. †¢ Shauna studied Japanese for five years. †¢ They sat at the beach all day. †¢ They did not stay at the party the entire time. †¢ We talked on the phone for thirty minutes. †¢ A: How long did you wait for them? B: We waited for one hour. USE 4 Habits in the Past [pic] The Simple Past can also be used to describe a habit which stopped in the past. It can have the same meaning as â€Å"used to. † To make it clear that we are talking about a habit, we often add expressions such as: always, often, usually, never, when I was a child, when I was younger, etc. Examples: †¢ I studied French when I was a child. †¢ He played the violin. †¢ He didn’t play the piano. †¢ Did you play a musical instrument when you were a kid? †¢ She worked at the movie theater after school. †¢ They never went to school, they always skipped class. USE 5 Past Facts or Generalizations [pic] The Simple Past can also be used to describe past facts or generalizations which are no longer true. As in USE 4 above, this use of the Simple Past is quite similar to the expression â€Å"used to. † Examples: †¢ She was shy as a child, but now she is very outgoing. †¢ He didn’t like tomatoes before. †¢ Did you live in Texas when you were a kid? †¢ People paid much more to make cell phone calls in the past. IMPORTANT When-Clauses Happen First. Clauses are groups of words which have meaning but are often not complete sentences. Some clauses begin with the word â€Å"when† such as â€Å"when I dropped my pen†¦ † or â€Å"when class began†¦ † These clauses are called when-clauses, and they are very important. The examples below contain when-clauses. Examples: †¢ When I paid her one dollar, she answered my question. †¢ She answered my question when I paid her one dollar. When-clauses are important because they always happen first when both clauses are in the Simple Past. Both of the examples above mean the same thing: first, I paid her one dollar, and then, she answered my question. It is not important whether â€Å"when I paid her one dollar† is at the beginning of the sentence or at the end of the sentence. However, the example below has a different meaning. First, she answered my question, and then, I paid her one dollar. Example: †¢ I paid her one dollar when she answered my question. ADVERB PLACEMENT The examples below show the placement for grammar adverbs such as: always, only, never, ever, still, just, etc. Examples: †¢ You just called Debbie. †¢ Did you just call Debbie? Past Continuous FORM [was/were + present participle] Examples: †¢ You were studying when she called. †¢ Were you studying when she called? †¢ You were not studying when she called. Complete List of Past Continuous Forms USE 1 Interrupted Action in the Past [pic] Use the Past Continuous to indicate that a longer action in the past was interrupted. The interruption is usually a shorter action in the Simple Past. Remember this can be a real interruption or just an interruption in time. Examples: †¢ I was watching TV when she called. †¢ When the phone rang, she was writing a letter. †¢ While we were having the picnic, it started to rain. †¢ What were you doing when the earthquake started? †¢ I was listening to my iPod, so I didn’t hear the fire alarm. †¢ You were not listening to me when I told you to turn the oven off. †¢ While John was sleeping last night, someone stole his car. †¢ Sammy was waiting for us when we got off the plane. †¢ While I was writing the email, the computer suddenly went off. †¢ A: What were you doing when you broke your leg? B: I was snowboarding. USE 2 Specific Time as an Interruption [pic] In USE 1, described above, the Past Continuous is interrupted by a shorter action in the Simple Past. However, you can also use a specific time as an interruption. Examples: †¢ Last night at 6 PM, I was eating dinner. †¢ At midnight, we were still driving through the desert. †¢ Yesterday at this time, I was sitting at my desk at work. IMPORTANT In the Simple Past, a specific time is used to show when an action began or finished. In the Past Continuous, a specific time only interrupts the action. Examples: †¢ Last night at 6 PM, I ate dinner. I started eating at 6 PM. †¢ Last night at 6 PM, I was eating dinner. I started earlier; and at 6 PM, I was in the process of eating dinner. USE 3 Parallel Actions [pic] When you use the Past Continuous with two actions in the same sentence, it expresses the idea that both actions were happening at the same time. The actions are parallel. Examples: †¢ I was studying while he was making dinner. †¢ While Ellen was reading, Tim was watching television. †¢ Were you listening while he was talking? †¢ I wasn’t paying attention while I was writing the letter, so I made several mistakes. †¢ What were you doing while you were waiting? †¢ Thomas wasn’t working, and I wasn’t working either. †¢ They were eating dinner, discussing their plans, and having a good time. USE 4 Atmosphere In English, we often use a series of parallel actions to describe the atmosphere at a particular time in the past. Example: †¢ When I walked into the office, several people were busily typing, some were talking on the phones, the boss was yelling directions, and customers were waiting to be helped. One customer was yelling at a secretary and waving his hands. Others were complaining to each other about the bad service. USE 5 Repetition and Irritation with â€Å"Always† [pic] The Past Continuous with words such as â€Å"always† or â€Å"constantly† expresses the idea that something irritating or shocking often happened in the past. The concept is very similar to the expression â€Å"used to† but with negative emotion. Remember to put the words â€Å"always† or â€Å"constantly† between â€Å"be† and â€Å"verb+ing. † Examples: †¢ She was always coming to class late. †¢ He was constantly talking. He annoyed everyone. †¢ I didn’t like them because they were always complaining. While vs. When Clauses are groups of words which have meaning, but are often not complete sentences. Some clauses begin with the word â€Å"when† such as â€Å"when she called† or â€Å"when it bit me. † Other clauses begin with â€Å"while† such as â€Å"while she was sleeping† and â€Å"while he was surfing. † When you talk about things in the past, â€Å"when† is most often followed by the verb tense Simple Past, whereas â€Å"while† is usually followed by Past Continuous. â€Å"While† expresses the idea of â€Å"during that time. † Study the examples below. They have similar meanings, but they emphasize different parts of the sentence. Examples: †¢ I was studying when she called. †¢ While I was studying, she called. REMEMBER Non-Continuous Verbs / Mixed Verbs It is important to remember that Non-Continuous Verbs cannot be used in any continuous tenses. Also, certain non-continuous meanings for Mixed Verbs cannot be used in continuous tenses. Instead of using Past Continuous with these verbs, you must use Simple Past. It can also show that something happened before a specific time in the past. Examples: †¢ We had had that car for ten years before it broke down. †¢ By the time Alex finished his studies, he had been in London for over eight years. †¢ They felt bad about selling the house because they had owned it for more than forty years. Although the above use of Past Perfect is normally limited to Non-Continuous Verbs and non-continuous uses of Mixed Verbs, the words â€Å"live,† â€Å"work,† â€Å"teach,† and â€Å"study† are sometimes used in this way even though they are NOT Non-Continuous Verbs. IMPORTANT Specific Times with the Past Perfect [pic]. Unlike with the Present Perfect, it is possible to use specific time words or phrases with the Past Perfect. Although this is possible, it is usually not necessary. Example: †¢ She had visited her Japanese relatives once in 1993 before she moved in with them in 1996. MOREOVER If the Past Perfect action did occur at a specific time, the Simple Past can be used instead of the Past Perfect when â€Å"before† or â€Å"after† is used in the sentence. The words â€Å"before† and â€Å"after† actually tell you what happens first, so the Past Perfect is optional. For this reason, both sentences below are correct. Examples: †¢ She had visited her Japanese relatives once in 1993 before she moved in with them in 1996. †¢ She visited her Japanese relatives once in 1993 before she moved in with them in 1996. HOWEVER [pic] If the Past Perfect is not referring to an action at a specific time, Past Perfect is not optional. Compare the examples below. Here Past Perfect is referring to a lack of experience rather than an action at a specific time. For this reason, Simple Past cannot be used. Examples: †¢ She never saw a bear before she moved to Alaska. Not Correct †¢ She had never seen a bear before she moved to Alaska. Correct ADVERB PLACEMENT The examples below show the placement for grammar adverbs such as: always, only, never, ever, still, just, etc. Examples: †¢ You had previously studied English before you moved to New York. †¢ Had you previously studied English before you moved to New York? ACTIVE / PASSIVE Examples: †¢ George had repaired many cars before he received his mechanic’s license. Active †¢ Many cars had been repaired by George before he received his mechanic’s license. Passive Past Perfect Continuous FORM [had been + present participle] Examples: †¢ You had been waiting there for more than two hours when she finally arrived. †¢ Had you been waiting there for more than two hours when she finally arrived? †¢ You had not been waiting there for more than two hours when she finally arrived. Complete List of Past Perfect Continuous Forms USE 1 Duration Before Something in the Past [pic] We use the Past Perfect Continuous to show that something started in the past and continued up until another time in the past. â€Å"For five minutes† and â€Å"for two weeks† are both durations which can be used with the Past Perfect Continuous. Notice that this is related to the Present Perfect Continuous; however, the duration does not continue until now, it stops before something else in the past. Examples: †¢ They had been talking for over an hour before Tony arrived. †¢ She had been working at that company for three years when it went out of business. †¢ How long had you been waiting to get on the bus? †¢ Mike wanted to sit down because he had been standing all day at work. †¢ James had been teaching at the university for more than a year before he left for Asia. †¢ A: How long had you been studying Turkish before you moved to Ankara? B: I had not been studying Turkish very long. USE 2 Cause of Something in the Past [pic] Using the Past Perfect Continuous before another action in the past is a good way to show cause and effect. Examples: †¢ Jason was tired because he had been jogging. †¢ Sam gained weight because he had been overeating. †¢ Betty failed the final test because she had not been attending class. Past Continuous vs. Past Perfect Continuous If you do not include a duration such as â€Å"for five minutes,† â€Å"for two weeks† or â€Å"since Friday,† many English speakers choose to use the Past Continuous rather than the Past Perfect Continuous. Be careful because this can change the meaning of the sentence. Past Continuous emphasizes interrupted actions, whereas Past Perfect Continuous emphasizes a duration of time before something in the past. Study the examples below to understand the difference. Examples: †¢ He was tired because he was exercising so hard. This sentence emphasizes that he was tired because he was exercising at that exact moment. †¢ He was tired because he had been exercising so hard. This sentence emphasizes that he was tired because he had been exercising over a period of time. It is possible that he was still exercising at that moment OR that he had just finished. REMEMBER Non-Continuous Verbs / Mixed Verbs It is important to remember that Non-Continuous Verbs cannot be used in any continuous tenses. Also, certain non-continuous meanings for Mixed Verbs cannot be used in continuous tenses. Instead of using Past Perfect Continuous with these verbs, you must use Past Perfect. Active †¢ The restaurant’s fantastic dinners had been being prepared by Chef Jones for two years before he moved to Paris. Passive NOTE: Passive forms of the Past Perfect Continuous are not common.

Analysis of media writing Essay

The two advertisements from ‘The Sunday Times’ are promoting new energy sources from the same company, Shell. The theme running through this campaign is aiming to display to the public how environmentally friendly Shell has become. They use local people from where the energy source is being harvested, in an attempt to create a feeling of commitment to that area. The adverts are not trying to sell a product directly, but through making us more aware of their commitment they are influencing us by giving us a positive choice to buy fuels, oil and other products made by Shell. They tell us that any profits made would then be reinvested into finding new energy sources, therefore implying, if we do not buy Shell products we will contributing to the earth’s downfall, acquiring a guilty conscience. The adverts are aimed at all who use fuel, particularly motor vehicle drivers, homeowners and those who are environmentally conscious. In the ‘wind farm’ advert, there is a symmetrical photograph with an expanse of blue sea and sky, this gives a natural feel and is aesthetically pleasing. Below the blue, is a sandy coloured background to the text, which could have been used to represent the beach. Central to the picture there is a ‘symbolic’ fisherman dressed in a striking yellow outdoor suit holding freshly caught lobsters and he is casting a calming reflection onto the water leading us to the main headline. On the horizon, are two turbines that belong to the wind farm. The turbines are not emphasised and blend into the background very well; this has been achieved by drawing our vision to the fisherman’s brightly coloured attire. The turbines are also symmetrical to the picture, and through showing off the freshly caught lobsters, it is evident that they are unobtrusive and do not cause any harm to the natural habitat either above or below ground. The main headline is inside a black box, which links the picture to the text. It is a subtle grey and the font differs in size. A play on words says that Shell do not just use their own experts but they also take expert advice from other sources, telling the reader that they are a listening and caring company. The words ‘EXPERTS’ and ‘BY SHELL’ are set in a larger font. By linking the words together Shell are representing themselves as having expertise. The statement is also associated with the fisherman in the picture, meaning they listen to people who are directly affected by new projects and know the area. Short, informal paragraphs are used making reading easy, and each one is a statement in its own right. In the first paragraph Shell tell us that they are already a profitable company, and to ‘ensure Shell remains profitable’, they are exploring new energy sources. By using colloquial language in the form of ‘we’re’, the reader is welcomed to the text in a friendly manner and encouraged to read on. Shell is explaining their ‘commitment’ to developing new energy in the second paragraph. Emotive language underlines what kind of company Shell has become, they are not just after quick profits but they are looking for long term ‘sustainable energy’. They are already a ‘partner’ in the Blyth offshore wind project, vocabulary that tells us again that they are a company that can be trusted. Shell expresses the fact that they asked several parties opinions in the siting of the turbines, by the powerful verb ‘sought’. The effect this has on the reader says that they actively made the first move, promoting Shell as very environmentally friendly. They asked the RSPB, English Nature, and ‘particularly’ the local fishermen. This three-part list has two familiar charities to add credibility to their claims, and by using the adjective ‘particularly’, is saying that the local fishermen are the people they cared mostly about. The text also describes the turbines as ‘elegant’, use of this strong adjective suggests that the turbines are aesthetically pleasing, standing amongst the natural habitat of the lobsters and crabs. The fourth paragraph explains how the wind farm is ‘already’ contributing power to the national grid, creating the image that Shell’s new project is ahead of its time. It goes on to say that ‘Wind energy should profit everyone and harm no one’. Rhythmic language explains that the wind farm is a valuable asset to the country, and because Shell consulted experts there will be no negative affect on the environment. The final paragraph is made up of a small sentence, which introduces the company’s website. It also tells us that there are other environmentally friendly projects ongoing. The name of the website uses alliteration, and cleverly puts what Shell is concerned mostly about first. ‘People, planet and profits’. Underneath there is the familiar Shell logo, which is globally recognised and is a natural symbol, repeating the link Shell has with environmental issues. The symmetrical layout of the second advertisement has the same theme as ‘wind farm’, a natural scene which focuses on an individual character. There is also a boxed headline and sandy coloured background to the text. The picture shows a healthy natural landscape underneath blue skies. In the centre of the picture is a tall tree, this leads the eye down to a man studying leaves on a plant, then down to the boxed headline. The word ‘EXPERTS’ protrudes from the headline and is instantly linked to the man in the picture. Four other experts accompany the man; they are also checking the plant growth. The font in the headline, like ‘wind farm’, is a subtle grey colour which changes in size. It is a pun linking ‘RESTORE WHAT’S ABOVE’, to what is in the picture itself, and above ground. The word ‘EXPERTS’ is again highlighted, connecting Shell with expertise. Several similarities can be found in the two texts, short informal paragraphs and the lack of technical jargon does not alienate readers. Shell understates their own expertise in the first sentence by stating that they need help solving some problems, promoting themselves as a modest company. They then state what the story of the advert is about, the removal of trees to accommodate an unavoidable temporary structure. Shell continue to tell us, like in the ‘Wind Farm’ advert, how caring and in touch with the local community they are, by asking botanists for advice on the impact of tree felling. After listening to the specialists, and the structures were removed, Shell did not ‘just’ replant ten saplings for every tree removed, but the new trees provided a new habitat for endangered wild animals. With the use of colloquial language and by using ‘just’ as a strong adverb, the paragraph shows how much Shell have contributed to the developing environment. The fourth paragraph, through repetition, tells us again that they obtained help from other people during the project, and through using the verb ‘ensure’ and the emotive noun ‘destruction’, Shell infer that they are an environmentally friendly company. The advert finishes in the same manner as ‘wind farm’ giving details of how to obtain further information by offering their website. The easily recognisable Shell logo is also located in the bottom right hand corner. I feel the two adverts are presented in a simple manner, informal language makes them easy to read and understand. The photographs focus on individuals, and give a certain amount of empathy to the characters involved. The background scenery is very natural and appealing. Headlines have been cleverly worded causing the reader to stop and think what they are saying. Personally, I think the ‘wind farm’ advert captures the imagination more, although the reason may simply be that they are a little closer to home and the structures are permanent. It is an effective Public Relations exercise that captures the interest of its target audience, establishing Shell as a leading front-runner of environmentally friendly energy producing organisations.

Feminist - Assignment Example The devaluation of nurturan work is one of the most widespread forms of the feminization of poverty, and encompasses a wide array of different issues. The most simple of these is the simple fact that nurturant work, though highly skilled in many respects, provides only minimal income to people practicing it. Often nurturant work is given to people too young to legally work, for instance, in the form of baby-sitting, and thus often usually pays far below minimum wage because of its unregulated aspect, as well as the fact that the people engaging in this form of work often cannot find other work due to their age and are willing to take very low paying jobs. The pattern of nurturant work being undervalued, however, is not simply limited to young people making less than minimum wage, but continues in all stages of life. Nannies and operators of daycare are often highly skilled people with years of experience, needing to hold certification in infant CPR, early childhood development and so metimes education, yet despite these facts are often paid significantly less than someone doing unskilled hard labor such as construction, and far less money than other skilled trades such as carpentry or plumbing. The simplest way nurturant work is devalued is simply the fact that people are unwilling to pay the amount for it that its skill level demands. While the underpayment of people employed in nurturant work is one of the simplest ways nurturant work is undervalued, nurturant work’s devaluation within the welfare system is far more sinister and dangerous in the long term. Despite wide-spread knowledge of the importance in properly raising children (conservative governments who slash welfare systems are often the most ardent defenders of the needs for women to raise children) welfare systems consistently refuse to recognize the raising of one’s own children as a valuable form of work to society. Many welfare systems around the world have a form of â€Å"work req uirement† based on the notion that if people were not forced to work long hours at useless jobs at below minimum wage to be able to get their welfare check, they would simply stop working and enter the welfare system out of sloth. These systems, however, tend to make no recourse for parents raising children of their own, forcing them to spend long hours away from home, making it impossible for them to raise their children as they want to. Through these systems governments are essentially saying that nurturant work is not actually work, and not actually valuable to society in any way. Though these types of oppressive welfare systems obviously affect parents of all genders, as women tend to be parents and single parents at a higher rate than men welfare systems tend to be disproportionately oppressive towards women. Emerging as they do from hetero-patriarchal governments that dominate the world, it is unsurprising that welfare systems intrinsically devalue nurturant work, one of the definitive forms of feminine work. Even for women who do not have to rely on the welfare system, however, systems of oppression operate to devalue nurturant work and force women to, because of nurturant roles, have significantly less earnings potential and stay in or close to poverty. Reader Response Criticism of Let America be America Again and Harlem(A dream deferred) by Langston Hughes - Essay Example When he mentions â€Å"America never was America to me† (p.189,Line 5) what he means that African Americans are also part of the freedom struggle of America and their contribution is not less than the white race, and yet freedom does not free them in the real sense. They face discrimination at every turn of their existence and their actions are being judged. The second battle is tougher than the earlier one, because it is the attack on their sentimental world and essential dignity of their efforts to live with honor. He experiences the trauma of segregation and the type of inhuman treatments being meted out to the blacks. He lives to see the changes that engulf the American social and cultural scenario as slavery is banned; all types of racial acts and slurs are legally forbidden and a ll citizens are equal on all counts. But legal protection is just one part of the story. Hughes makes a fervent appeal for total freedom in the real sense of the term. Strategies to Control Exposure to Harmful Substances Control of exposure to substances harmful to health by the UK government was first implemented during the late 19th century (Piney 2001). Today, Control of Substances Hazardous to Health (COSHH) assessments are used to address the risk associated with chemicals and how they may be used safely. This report considers three cleaning products which are used on a daily basis in the office environment in which I work: Freshline Bleach, Lifeguard 3 Way Toilet Cleaner and Mr Muscle Professional Kitchen Cleaner. COSHH assessments for these products are included in Appendix I. 1. Chemicals used in office cleaning products and the processes involving these products The three cleaning products assessed in this report contain a number of different chemicals. The components of each of these products are listed in Table 1, together with their toxicity, targets organs/organ systems and the recommended occupational exposure limits for these chemicals. The main targets organs for the chemicals in these products are the eyes and skin but the respiratory and digestive systems may also be affected if these products are inhaled or ingested. Freshline Bleach is used for general cleaning and disinfecting purposes. In the office, it is used dilute for cleaning floors (e.g. corridors and toilet floors). A working solution is typically prepared in a mop bucket using tap water for dilution and the floors mopped. At the end of the procedure, the dilute solution is emptied down the drain and both mop bucket and mop rinsed in clean tap water. This bleach is also used neat for cleaning toilets and drains into which it is poured straight from the 5 litre container. Lifeguard 3 Way Toilet Cleaner is a cleaner, disinfectant and deodorizer that is used in the office to remove limescale and uric acid deposits on toilet bowls and urinals. The product is typically poured neat into the toilet bowl/urinal from the 1 litre container. Mr Muscle Professional Kitchen Cleaner is a cleaning spray used to clean all kitchen work surfaces, utensils and other equipment. This is sprayed neat onto surfaces and then wiped off using a disposable cloth. 2. Potential hazards for workers during handling of chemicals The COSHH assessment included in Appendix I identifies the risk associated with the chemicals in each of the three cleaning products. There is the potential for all workers (both cleaning staff and office workers) to be exposed to these chemicals in the workplace. Cleaning staff are at the greatest risk of exposure at they will be handling the concentrated products. There is a risk of splashback from the bleach and toilet cleaner when pouring this into the toilet. There is also the potential for individuals to come into contact with undiluted chemicals during disposal of empty containers. Workers using bleach may inhale vapour if this is used in a poorly-ventilated area. If cleaning cloths are used for multipurposes with a variety of different cleaning products without being properly rinsed between uses, there is also the potential for reactions to take place between chemicals in the different products which could be hazardous for workers. For example, if bleach comes into contact with acid, toxic gas may be liberated which could then be inhaled. There is also the potential for chemical reactions to take place if different cleaning products are used together, e.g. when cleaning toilets. 3. Monitoring workplace exposure and minimising the risk of exposure The COSHH assessment identified Freshline Bleach and Lifeguard 3 Way Toilet Cleaner as medium hazards and Mr Muscle Professional Kitchen Cleaner as low hazard. For both the bleach and toilet cleaner in particular, it is essential that correct safety precautions are taken during the handling, use and disposal of these products. Monitoring workplace exposure to the chemicals in these products is difficult and levels of exposure cannot be measured qualitatively. Regular inspections of the office kitchen and toilets will detect spillages that have not been cleaned up thoroughly which could mean workers are exposed to higher than normal levels of concentrated products. Keeping a record of the quantities of each product used (e.g. by asking staff to complete a log when they take a new container) would provide an indicator of the amounts being used within the office as a whole on a monthly/annual basis which may provide some indicator of occupational exposure levels. There is a designated health and safety officer within the office but regular inspections are not conducted and no formal training sessions are held to ensure that new staff joining the company are familiarised with correct office safety procedures. A number of measures can be taken to minimise the risk of exposure. The COSHH assessments for all chemicals should be kept in a place where they can be found easily and all workers should familiarise themselves with these assessments and be aware of first aid measures and correct procedures for cleaning up spillages and disposal of solid waste. Training sessions for staff should be arranged if necessary. All workers using cleaning products must wear suitable personal protective equipment as detailed in the COSHH assessment (e.g. eye protection when working with concentrated toilet cleaner and eye protection, PVC/rubber gloves and protective overalls when working with concentrated bleach). Regular inspections would monitor whether correct working procedures are being followed and written reports from each inspection would provide a record over time. In case of spillage of concentrated bleach or toilet cleaner on clothing, bags should be available to contain the soiled article(s) of clothing to send for cleaning and these should be clearly labelled with the hazard. PVC or rubber gloves should be replaced regularly and should be rinsed well with water if they have come into contact with concentrated solutions of bleach or toilet cleaner ensuring that no door handles or other surfaces are touched and contaminated with concentrated product. All spillages should be cleaned up thoroughly to minimise the risk of workers exposure to concentrated product and both spilt product and any solid waste associated with the spillage disposed of safely. The risk of splashing is reduced by using spray containers (as in the case of Mr Muscle Professional Kitchen Cleaner), rather than the larger bottles or containers which hold the bleach and toilet cleaner, and less of the product is likely to be used with these types of containers. If concentrated bleach or toilet cleaner is spilt on toilet seats, it is important that this is cleaned up thoroughly to minimise the risk of skin contact. In all cases where concentrated bleach has been used in sinks, this should be rinsed thoroughly with copious amounts of water to reduce the risk of workers’ exposure and also to ensure safe disposal of the product. Previously, cleaning staff used to clean the office in the early evening when many staff were still working. This meant that neat bleach or toilet cleaner would be poured into toilet bowls or urinals and workers may then wish to use them, which significantly increased the likelihood of exposure to concentrated products. We have now req uested that cleaning staff work later in the evening two nights per week when staff have already left and it is only on these occasions that the toilets are cleaned. Cloths used for cleaning the kitchen should be rinsed thoroughly at the end of each use and not left where workers or even food could come into contact with concentrated products. Empty containers should be rinsed out well with water before disposal and the top of the container should be replaced to minimise the risk of individuals (i.e. office workers or waste disposal workers) coming into contact with undiluted chemicals. Products should be used in a well-ventilated area, particularly in the case of bleach. The office kitchen is poorly ventilated and has no windows that can be opened but the windows in the toilets can be opened before using products in these areas. Correct storage of products will minimise the risk of workers’ exposure to chemicals. These products should ideally be stored in a locked storage area for which only suitable trained staff have access, and all products stored in original, closed containers, kept upright, in a cool place away from direct sunlight. 4. Plan of action for improvement An audit showed that many staff were not aware of the risks from chemicals in cleaning products used in this office and that correct procedures for their safe use, disposal and storage were not being followed. Following this, a number of new measures have been, or will be, implemented. Training sessions have been arranged for all existing office staff to ensure they are familiar with COSHH assessments and safety procedures and these will be repeated when new staff join the company. Ensuring cleaning staff are correctly trained poses a greater challenge as these staff are recruited from an external agency who are responsible for their own training and quality control; however, the health and safety officer has worked with this agency to ensure that staff are familiar with safety procedures. No sand or other inert absorbable material was available in the office in case of large spillages. This has now been obtained and all staff are familiar with where this is stored. A small, lockable cupboard was previously used for storing cleaning products but this was sometimes left unlocked. Furthermore, containers of kitchen cleaner were left in the cupboard under the sink in the kitchen close to where clean crockery is stored, and toilet cleaner was also frequently left in toilet cubicles. The COSHH assessment identified that Lifeguard 3 Way Toilet Cleaner should be kept away from chlorine-releasing agents and sodium hypochlorite; therefore bleach and toilet cleaner should not be stored together in the same cupboard as there is a risk that they may come into contact (e.g. in case of spillage). A second, lockable cupboard suitable for the storage of these chemicals will be purchased with one month and the two products stored separately. Staff will be trained to ensure that no products are left lying around in the kitchen or toilet areas and are returned to the storage area after each use, which should always be kept locked. The disposable cloths used for cleaning the kitchen were previously being rinsed with water after use, left to dry and re-used. In order to minimise the risk of exposure of office staff to the cleaning product, these cloths will now be disposed of after a single use. Protective overalls worn by cleaning staff will be washed on a weekly basis and PVC/rubber gloves changed regularly. Regular inspections are now carried out by the office health and safety officer on a monthly basis to ensure correct procedures are being followed. Conclusions Everyday cleaning products used in the office can pose a potential hazard to workers. It is therefore important that COSHH assessments are performed to assess the risk posed by the chemicals contained within these products. All workers should be aware of the correct procedures for the safe handling, use and disposal of these chemicals and should take the necessary precautions to minimise their risk of exposure (e.g. through use of personal protective equipment where appropriate). Domestic Violence and A Mandatory Arrest Domestic violence is a serious problem in todays society. According to FBI statistics, about 4 million incidents of domestic violence occur throughout each year in the United States. The FBI states, In the United States of America, a man beats a woman every 12 seconds (Mordini, 2004). Mordini, an associate at the Davis Brown Law Firm, conducted a study that found approximately 3.3 million children witness acts of domestic violence each year and that 70% of men who beat their wives also abuse their children. Domestic violence costs American businesses $4 billion dollars each year in the low productivity, staff turnover, absenteeism, and excessive use of medical benefits (Mordini, 2004). During the early 1970s and 1980s, research and studies on domestic violence drew national attention to the issue. Since the middle of the 1980s, recognition of domestic violence has resulted in the problem of shifting from a minor public concern to a major policy issue. Since 1994 alone, the number of new laws enacted across the country that deal with domestic violence is well over 1,500 and the number of bills introduced during this same time is estimated to be around 10 to 20,000 (Miller 2005). In order for mandatory arrest laws on domestic violence to be put into action there were serious debates occurring on how police officers can make an arrest if they have probable cause that domestic violence has in fact occurred. During the mid to late 1980s, a number of states adopted such laws as an effort to combat domestic violence and to control police behavior. However, there is no clear consensus among politicians, law enforcement officials and researchers on the effects that mandatory arrest policies have for victims of domestic violence (Miller, 2005). Thus, the verdict remains unclear on whether these laws provide the intended protection and relief to victims they were designed to, or whether they are the cause of unintended consequences such as increased violence. The domestic violence law slowly evolved throughout the years. Under early common law, women were seen as the property of their fathers or their husbands, and they consequently lacked any kind of identity of their own. This principle was embodied by common law because, when a man and a woman marry, they were seen as a legal entity. A husband had inter-spousal immunity from torts from his wife, but he would be held responsible for torts of his wife, prior to and after marriage (Mordini, 2004). Due to this principle, a husband is able to discipline his wife if she misbehaved. This introduces the Rule of Thumb concept. This concept encouraged violence against women and came from a time that allowed a man to beat his wife as long as he didnt use a stick that was thicker than his thumb (Rizer III, 2005). This concept regulated the use of violence and allowed acceptance within society. Under the 1974 North Carolina court ruling, the law provides that, absent a showing of permanent injury or malice, the preferred treatment of domestic violence cases was to draw a curtain, shut out the public gaze, and leave the parties to forgive and forget (Mordini, 2004). The beating of a wife became a big social issue and it took awhile for the court to deem it unlawful. In 1920, violence against women finally became illegal in all fifty states, including the District of Columbia. However, the legal prohibition of domestic violence still did not protect domestic violence victims because the predominant opinion was that the law should stay out of the private matters of the home (Mordini 2004). Finally, until the 1960s and 1970s, did women start taking a stand and domestic violence womens shelters were created. Another development over history was the Battered Women Movement. Rather than taking on an overwhelmingly political front, shelters looked at the psychological aspects of battery. Instead of having marches and protests on the streets, coordinators and volunteers at these shelters worked individually with each victim and gave the movement a very personal and individual voice. Hotlines and crisis centers were created for victims. The motto of this movement was we will not be beaten. This movement led to more victims speaking out about how they are being abused behind closed doors by their husbands. Some believe that the Battered Womens Movement is often overlooked because of the perceived lack of impact it had during the second wave of feminism. Because there were no dramatic rallies or events to draw large-scale attention to the movement, people have often disregarded it as nothing more than moderately influential. However, what they dont realize is that it had a different type of power that didnt draw too much of attention as how other feminist acts did (Lutz, 2004). Police response to domestic violence became an issue when efforts were criticized for putting too much attention on victims and not on legal remedies. These complaints were mostly about the inadequate police response to domestic violence calls, and the failure of the criminal justice system to treat these incidents as crimes. In the criminal justice system, police officers are considered to be mediators and peacemakers within the community when it comes to enforcing the law on domestic violence. Research was done and found that police officers followed what is known as the stitch rules. These rules justified a wife who claims to be abused by her spouse must acquire a number of surgical stitches before an arrest could be made. Another research found that the police response time was slightly longer when it came to responding to domestic disputes. The average response time was 4.65 minutes compared to 3.86 minutes for non-domestic disturbance calls (Mordini, 2004). However, in the mid 1980s there was a great shift in expanded change within the legal approach to consider domestic violence as a criminal act. The expansion of law enforcement to make warrant less arrests assisted the introduction of domestic violence as a criminal act. This new change demolished the common law and changed the views of law enforcement. Instead of following the common law approach, law enforcement based their arrests on discretion and probable cause. However, some police officers still believed that their role was to mediate the issue and not use probable cause in certain cases involving domestic violence. In 1984 an experiment called the Minneapolis Domestic Violence Experiment (MDVE) was conducted by two individuals, Sherman and Berk. These two individuals were the first to study mandatory arrest. The reason for this study was to address and figure out how police should respond to misdemeanor cases of domestic violence. In this study, they found that arrest reduces and deters future violence acts from occurring (Sherman and Berk, 1984). With the continued reluctance of police officers willing to respond properly to domestic disturbance calls, new issues arose. The case of Tracy Thurman vs. City of Torrington made an impact on law enforcement response time and grabbed the attention of the criminal justice system. In this case, Tracy Thurman, a domestic violence victim, was repeatedly assaulted by her estranged spouse. In June of 1983, she was stabbed and left permanently disabled. The problem that occurred with this case was that police officers knew her husband as a counter worker at the community diner. Knowing about previous calls to the police and his one prior arrest which led Mrs. Thurman to put a restraining order on her husband, the police overlooked the situation. The outcome of this case led the city of Torrington to pay Tracy Thurman $2.3 million and the court ruled that, If officials have notice of the possibility of attacks on women in domestic relationships or other persons, they are under an affirmative duty to take reasonable measures to protect personal safety of such persons in the community. Failure to perform this duty would constitute a denial of equal protection of the laws (Miller, 2004). This case, as well as other cases involving domestic violence victims, played an important role in reminding law enforcement that assault against a partner is considered a crime and that victims have constitutional rights to police protection (Miller, 2004). Mandatory arrest is the mechanism that controls police behavior and helps to clarify the role of the police in domestic violence situations (Rizer III, 2005). Between the years 1984 to 1989, the most support for mandatory policies was generated and arrests increased by 70%. This may not necessarily be a good thing because more arrests means more police time, and it is estimated that it takes around three to four hours of an officers time to process a domestic arrest (Rizer III 2005). The main accomplishment of mandatory arrest is that it protects the victim from immediate violence by separating the batterer and the victim. Mandatory arrest also sends a message to the batterer that his or her behavior is criminal and will not be tolerated by the community. It also sends a message to the victim, who has been assaulted, that domestic violence is a social problem and it is not the victims responsibility to stop it. Even though there are accomplishments of mandatory arrest, there are also concerns. One of the concerns is known as the Blanket Approach. This approach states that mandatory arrest fails to take into account the fact that not all victims are the same and how it affects a victims desire to have their batterer arrested. Victims may not want their batterer arrested because they are either dependent on them, dont want the arrest to occur in front of their children, the arrest might jeopardize their immigration status, or the arrest may put the batterers job at risk. Another concern about mandatory arrest is that it may be too harsh in certain circumstances. This is where the no-drop prosecution policies are introduced. The no-drop prosecution policies occur when a victim drops the charges as part of the cycle of the abuse (Simon, 2007). These policies also allow police reports to be used by prosecutors in court to convict an individual for domestic violence. Mandatory arrest has its positives and negatives. One problem that falls under mandatory arrest is the process of dual arrest. Dual arrest is when both parties allege that the other was the aggressor, leading the police to arrest both parties, including the innocent victim who may have been acting in self-defense (Miller, 2005). A 1988 study was conducted in Los Angeles, California to show significance of the dual arrest policy. In this study, with the use of mandatory arrest policies, three times as many women were arrested compared to less than twice as many men. This study showed that dual arrest has consequences for victims of domestic violence which include, the loss of victim status, transportation to a safe location, issuance of a restraining order, participation in victim assistance programs, loss of employment, and loss of child custody (Miller, 2005). Due to the dual arrest policies, victims may feel that seeking police help or intervention leads to these negative outcomes. In order to deal with this problem of dual arrest, the criminal justice system introduced disproportionate outcomes that address the concern of innocent victims being falsely accused and arrested for domestic violence. States adopted new policies that mandated that officers receive training to develop their abilities in handling domestic complaints effectively and adopted primary aggressors to mandate dual arrests (Rizer III, 2005). However, there is concern that these policies are discriminatory. Some researchers claim that the policies are bias against males and police will usually arrest the male even if there isnt substantial evidence to support the arrest being made. Another problem is that mandatory arrest policies could also provoke the batterer into becoming more violent towards their partner (Iyengar, 2006). Comparing states with the mandatory arrest law show that they have about a 50% higher homicide rate than states without such laws. Radha Iyengar assumes that arrest doesnt deter violence, but it may in some cases cause revenge towards the victim when the batterer is released. As mentioned earlier, the Minneapolis Domestic Violence Experiment was the most influential research conducted on mandatory arrest laws and domestic violence. This study was random and scientifically controlled. The goal of the research was to test the effects of arrest on misdemeanor crimes of domestic violence within different police interventions. The findings of this experiment found that the arrest group maintained the lowest rates of future assaults, threats, and property damage (Sherman and Berk, 1984). Sherman and Berk introduce the specific deterrence doctrine and labeling theory as the literature of how punishment affects behavior. The specific deterrence doctrine claims that legal sanctions suppress crime by making punished persons more sensitive to legal threats in the future and human behavior is considered to be rational when influenced by incentives (Sherman and Berk, 1984). The labeling theory states that punishment makes individuals more likely to commit crime and legal sanctions increase crime by assigning the role or label of criminal to offenders. This primary deviance results in secondary deviance (Sherman and Berk, 1984). The subsequent research and intimate partner homicides were conducted by Radha Iyengar, a professor at the London school of economics. In her study, she wanted to find out if the certainty of arrest actually reduces domestic violence. Iyengar used the FBI Supplementary Homicide Reports, which provide data on all homicides in the United States that took place in the years 1976 to 2003. The results of her analyses showed that although overall homicide rates have been on the decline, states with mandatory arrest policies had a significant increased amount of intimate partner homicides (Iyengar 2006). She further reinforced her findings by looking at a number of covariates for demographics, economic conditions, and social policies such as provisions of divorce laws and welfare assistance, which she found no significant effect (Iyengar 2006). As a result in her findings, Iyengar found that there was conflict with the Minneapolis Domestic Violence Experiment findings. Her study estimates the effect of knowing that arrest is a definite consequence of contacting the police and that the threat of arrest is inadequate in deterring abusers from killing their victims (Iyengar, 2006). In the Rural and Urban Homicide studies, researchers found that the norms of society and tradition govern behavior that lead to violence among certain groups. For instance, family and intimate partner homicides are usually a result of a history of abuse, where other homicides involving strangers are not. In stranger-acquaintance homicides, males are more likely to be the victims and account for over 90% of the perpetrators. In comparison, women are at greater risk of being the victims of intimate-partner homicides and when they are perpetrators in a homicide, they are more likely to kill within a family context (Gallup-Black, 2005). There are differences between rural and urban areas considering the layout of geography, the community dynamics, crime control, and family-intimate partner abuse patterns. The nature of interpersonal relationships may be more or less likely to involve individuals to know one another based on these differences in communities in the different areas. Lack of state in rural communities may exert a chilling effect on those seeking assistance for intimate-partner or family abuse. This problem could lead to an increase in homicide rates (Gallup-Black, 2005). After discussing about domestic violence and mandatory arrest laws, many questions have erupted about this issue. What else should be considered? Gender stereotypes have an importance due to the different definitions of gender and sex. This can propose obstacles for victims who are trying to get protection and also for the criminal justice system that has to deal with these cases. Research has also shown that sex of the perpetrator influences the criminal justice response to domestic violence (Schmesser 2007). This suggests that not only do definitions of domestic violence need to be considered, but also how these laws are carried out in practice, and the social context and biases that may impact their effectiveness and or application. Same-sex relationships are not addressed in statutes, which deny them equal protection under the law. The way states depart from each other is by whether their domestic violence law covers couples who live together, who lived together previously, who are dating or who dated prior and same-sex couples. Future research may aim to look more specifically at the definitions and protections within each state statute because the protection levels provided are not uniform across all fifty states. Another issue that should be considered is race, ethnicity, and socioeconomic status. This is significant because it suggests that the implementation of mandatory arrest policies may have unintended consequences for minority groups. Race is an important variable to consider when looking at the effectiveness of these laws, because race impacts domestic violence. In order to understand this impact, race needs to be understood in context of our societys long history of oppression and subordination of different minority groups, most notable African Americans (Buzawa Buzawa 2003). This may cause these groups to be less likely involved in calling for police assistance if it means an arrest will occur. Socioeconomic status and race are also significant together because studies have found that environmental stress and family pathologies-including poverty, social dislocation, unemployment, and population density. Future research may consider the importance of place, socioeconomic distress fa ctors, and race when looking at the effectiveness of mandatory arrest laws on domestic violence. In conclusion of this policy, the studies and researches conducted to justify the mandatory arrest policy on domestic violence proved that this policy will undergo further debate. This is a strong topic and a difficult issue to have a similar opinion on but with further research and studies, the criminal justice system can come to an agreement on how to handle this policy. Domestic violence is a huge problem within the United States and hopefully the criminal justice system can figure out a policy that can help decrease the amount of cases involving domestic disputes and disturbances. Law enforcement also plays an important role with this policy. Police officers must realize that community policing, as well as traditional policing can lead to the reduction of domestic violence. Each state has its own way of dealing with domestic violence. The state of Hawaii is in the learning process on creating laws to protect victims on domestic violence due to the recent amount of homicide cases involving domestic assaults. As each day passes, there is a new victim to domestic violence. It is up to the government to find a policy that can help victims and their families cope with domestic violence and law enforcement needs to stay involved with the mixture of community and traditional policing.

Good Eats A pig isn’t dumb. In the old Chicago slaughterhouses, pigs lifted by their hindquarters knew something bad was about to happen. With their throats slit they could unleash a hellish scream. Their lifeless bodies then passed along the rest of the disassembly line. America has moved on from that point in history. In America it could be said that the 20th century was spent recognizing those America had forgotten. America has changed its perceptions about race, sex, and homosexuality however Americans have not been as progressive when it comes to animals. As a result the health of many Americans is questionable. With the number of baby boomers growing older, America could be facing a health care crisis. With our current values of equality, and a respect for all life, it is not ethical moral or even logical to consume the flesh of other animals.   Ã‚  Ã‚  Ã‚  Ã‚  For some the barrier between animals and people will always be obvious. We rule, they serve. Considering the socio-political events of the past century that view of animals should be considered primitive. If surveyed some people would respond that animals are here for our use citing biblical reasons, or stating animals are obviously inferior to human beings using a sort of natural law argument.   Ã‚  Ã‚  Ã‚  Ã‚  True enough in nature other animals eat other animals. That is an undeniable fact that some say justifies meat eating. To a certain extent we are no different from other animals in that we have dietary needs. The only problem is with this natural law argument is individuals often mention how much smarter we are than other animals. Is intelligence what justifies our dominance of animals for our own benefit? I guess if inferiority or superiority is based on the ability to comprehend and practice math, science, and art, then yes animals are inferior. Infants don’t develop the cognitive ability to perform such tasks until later in life when they learn from their parents and then eventually school. As persuasive as Jonathan Swift’s proposal is, people aren’t eating infants and babies. The logic of the inferior argument is essentially a cow is dumb so it is ok to eat a steak. Next time you sit down to a large steak dinner ask yourself, â€Å"was th is dumb piece of meat someone’s dad?† Intelligence is not a good enough reason to ethically justify eating meat. My five Selves :: essays research papers

My five selves are physical, intellectual, social, emotional, and spiritual. My physical self is quite healthy because I fulfill the requirements of the FITT principle. The letters of FITT represent frequency, intensity, time and type. My intellectual self is interesting because I am mainly right-brained which means that I tend to use my creativity more than my mathematical skills. I am also a visual learned which is connected to me being right-brained. My social self consist of friends, family, and my surroundings. I spend most of my time at home with my family. Whenever I am with my friends, I observe their behaviours and listen to their opinions. I am more of an independent type of person. Being with different people has influenced me into appreciating different cultures and beliefs. I have learned things that have now been incorporated into my own set of beliefs and values. I greatly value freedom of thought, friends and family. My emotional self deals with feelings and my ability to handle the demands of life. The spiritual self is all about my beliefs, values, religion and my life philosophies. By satisfying the needs of all five selves, the result can be holistic wellness which is the ability to feel good about myself and others.Physical fitness is having ample energy and the ability to perform daily activities without being exhausted. My energy usually depends on the amount of sleep and food I get. If I have too much or too little sleep, I don't look forward to the day and am not enthusiastic about doing things. If I do not have a complete breakfast, it affects my energy level. When I have a good breakfast, and enough sleep, I can go through a whole day with enough energy and alertness to do many things. I have relatively good flexibility because I stretch a lot which increases the range of movement around my joints. I have muscular endurance which means that I am able to do repetitions over a length of time. Althought I have muscular endurance, I do not have muscular strength. I do not find that I am able to lift extremely heavy objects. I have adequate agility because I can move with speed and can change direction fairly quickly. My ability to balance myself changes very often. Sometimes I can balance in awkward positions, and other times I cannot. Pre-historic cultures depended on the cooperation of its people to live. Today, however, everyone is dependent on money. Even though the main focus of each story was distinctly different, they all had a similar view on society. They all felt that cooperation was essential to the survival of their community. From Hominids to Human Beings revealed how the people of pre-historic civilizations interacted. Pre-historic man was a forager, a hunter-gatherer. They traveled in bands of about twenty-five people and used only transient camps. â€Å"The band, not the nuclear family was the principal social unit.† (Matossian, pg 13). Every member of the band worked together to obtain food. The adults taught the children to be responsive to others needs and share the food with the group. Frans de Waal, a researcher at the Yerkes Primate Research Center in Atlanta, Georgia, traced this behavior back to chimpanzees. â€Å"Chimpanzee groups consist of caring, sharing individuals who form self-policing networks† (pg 13). Despite this fact, chimps share food only when it is to their advantage and cheat whenever they can get away with it. When the cheaters are identified, food is withheld in the next windfall. Nisa, from From Nisa: The Life and Words of a !Kung Woman, feels extremely jealous of her newborn brother, Kumsa, and often makes him cry. Nisa felt she wasn’t being paid enough attention to and deprived her brother of milk by nursing. Nisa leaves to live with her grandmother after being berated several times for stealing. She thought that was what her mother wanted, but when she returned her parents told her they wanted her to be with them. â€Å"Yes, even your mother wanted you and missed you.† (Shostak, pg 28).   Ã‚  Ã‚  Ã‚  Ã‚   Later in the story, Nisa’s father arranges a marriage. At that time women were married when they were still young girls. As a result, they were often scared of their husbands and a woman would sleep between the newly married couple. The Government of Pakistan is a federal government established by the Constitution of Pakistan as a centralized governing authority of the four provinces of a proclaimed and established parliamentary democratic republic, constitutionally called the State of Pakistan. The order of operations constitutes a Westminster system, and it comprises three branches of government: the executive, the legislature, and the judiciary. The executive branch is headed by the Prime Minister of Pakistan, who is a chief executive (Head of Government) and exercises his or her power on officers subordinate to him or her. The President of Pakistan is merely afigurehead and Head of State who is a civilian commander-in-chief of the Pakistan Armed Forces and holds ceremonial powers to fulfill the constitutional requirements; the President’s appointment and tenure is dependent, constitutionally, on the Prime Minister’s term. The Parliament(Legislature) consists of a lower house (National Assembly) and an upper house (Senate), as well as the President. The judicial branch consists of aSupreme Court (its apex), five provisional high courts, numerous other district courts a specially designated anti-terrorism court, a Sharia court, and the Green Court. The Electoral College, composed of the Senate, the National Assembly, and the four Provincial Assemblies, chooses a President, through indirect elections, for a five-year term. The Prime Minister is a supreme leader of the majority party (or director of the coalition government) in the National Assembly and is assisted by a cabinet of ministers d rawn from both chambers of the Parliament. Recent history The National Assembly elections that were held in October 2002. On 3 November 2007 President Musharraf suspended Pakistan’s constitution by declaring a state of emergency. In the general elections held in February 2008, the party of slain leader Benazir Bhutto, Pakistan Peoples Party Parliamentarians (PPPP) won 123 seats in the National Assembly while the Pakistan Muslim League (N) of former Prime Minister Nawaz Sharif won 91 seats in the National Assembly. President Musharaf’s ally party Pakistan Muslim League (Q) (PML-Q) came third with 54 seats. After the elections the People’s Party Parliamentarian and the Pakistan Muslim League Nawaz announced a coalition to form the new government along with the Awami National Party (ANP). Pakistan’s new parliament elected the country’s first female speaker on 19 March 2008 from the Pakistan Peoples Party: Fahmida Mirza. Allies of President Pervez Musharraf withdrew their candidate for Pakistan’s Prime Minister, Farooq Sattar, and the coalition chose Syed Yousaf Raza Gillani as the Prime Minister of Pakistan, who was sworn in on 25 March 2008 by President Pervez Musharraf.[5] On 7 August 2008, the Pakistan Peoples Party and the Pakistan Muslim League (N) agreed to force Musharraf to step down and thus, begin his impeachment. Asif Ali Zardari, Rehman Malik, Altaf Hussain and Nawaz Sharif announced sending a formal request or joint charge sheet that he steps down, and impeach him through parliamentary process upon refusal. Musharraf accordingly delayed his departure for the Beijing Olympics by a day. Currently, the seat of Prime Minister was occupied by caretaker Mir Hazar Khan Khoso, who was appointed by the Election Commission of Pakistan on 24 March 2013, following the completion of the Pakistan Peoples Party-led government’s term the same year. Assemblies * Senate of Pakistan * National Assembly * Provincial Assembly Senate of Pakistan The Senate is the upper house of the bicameral Parliament of Pakistan. Elections are held every three years for one half of the Senateand each Senator has a term of six years. If the office of the President of Pakistan becomes vacant, or the President is unable to perform his functions, the Chairman of the Senate acts as President until a President is elected. National Assembly The Pakistani National Assembly is the lower house of the bicameral Majlis-e-Shura, which also comprises the President of Pakistan and Senate (upper house). The National Assembly and the Senate both convene at Parliament House in Islamabad. The National Assembly is a democratically elected body consisting of a total of 342 members who are referred to as Members of the National Assembly (MNAs), of which 272 are directly elected members and 70 reserved seats for women and religious minorities. A political party must secure 172 seats to obtain and preserve a majority. Members are elected through the first-past-the-post system under universal adult suffrage, representing electoral districts known as National Assembly constituencies. Provincial Assembly A Member of the Provincial Assembly, or MPA, is a representative elected by the voters of an electoral district to the legislature or legislative assembly of a subnational jurisdiction. In Pakistan, the members are elected by the voters in provinces for a term of five years. Federal government * Federal ministries Provincial governments * Balochistan * Islamabad Capital Territory * Khyber Pakhtunkhwa * Punjab * Sindh * Kashmir * Gilgit–Baltistan Local governments * Districts * Tehsils * Union Councils * Divisions (abolished in August 2000) Kashmir governments * Government of Azad Jammu and Kashmir * Northern Areas Government President and Parliament Under Article 50 of the Constitution, the Majlis-i-Shoora (Parliament) of Pakistan consists of the President and two Houses to be known respectively as the National Assembly and the Senate. The President is elected by members of both Houses of the Parliament and the Provincial Assemblies. The President may be removed from office or impeached through a resolution, passed by not less than two-thirds of the total membership of the Parliament in a joint sitting of the two Houses, convened for the purpose. The Constitution empowers the President to dissolve the National Assembly in his discretion if a situation has arisen in which the Government of the Federation cannot be carried out in accordance with the provisions of the Constitution and an appeal to the electorate is necessary. The President in case of dissolution of National Assembly shall within fifteen days of the dissolution refer the matter to the Supreme Court and the Supreme Court shall decide the reference within thirty days whose decision shall be final. However, the Senate is not subject to dissolution. In case the office of the President becomes vacant for any reason, the Chairman, or if he is unable to perform the functions of the office of the President, the Speaker, acts as President till such time that a President is elected. Same is the case when the President by reason of absence from Pakistan or any other cause is unable to perform his functions. Cabinet The Constitution provides that there shall be a Cabinet headed by the Prime Minister which is collectively responsible to the National Assembly. The Prime Minister is chosen from the National Assembly. The Federal Ministers and Ministers of State are appointed from amongst the members of Parliament. However, the number of Federal Ministers and Ministers of State who are members of Senate, shall not at any time, exceed one fourth of the numbers of Federal Ministers. Parliament and Federal Government The bicameral federal legislature is the Majlis-i-Shoora (Council of Advisers), consisting of the Senate (upper house) and National Assembly (lower house). Members of the National Assembly are elected by universal adult suffrage (over eighteen years of age in Pakistan). Seats are allocated to each of the four provinces, the Federally Administered Tribal Areas, and Islamabad Capital Territory on the basis of population. National Assembly members serve for the parliamentary term, which is five years, unless they die or resign sooner, or unless the National Assembly is dissolved. Although the vast majority of the members are Muslim, about 5 percent of the seats are reserved for minorities, including Christians, Hindus, and Sikhs. Elections for minority seats are held on the basis of joint electorates at the same time as the polls for Muslim seats during the general elections. The prime minister is appointed by the president from among the members of the National Assembly. The prime minister is assisted by the Federal Cabinet, a council of ministers whose members are appointed by the president on the advice of the prime minister. The Federal Cabinet comprises the ministers, ministers of state, and advisers. The Senate is a permanent legislative body with equal representation from each of the four provinces, elected by the members of their respective provincial assemblies. There are representatives from the Federally Administered Tribal Areas and from Islamabad Capital Territory. The chairman of the Senate, under the constitution, is next in line to act as president should the office become vacant and until such time as a new president can be formally elected. Both the Senate and the National Assembly can initiate and pass legislation except for finance bills. Only the National Assembly can approve the federal budget and all finance bills. In the case of other bills, the president may prevent passage unless the legislature in joint sitting overrules the president by a majority of members of both houses present and voting. Other offices and bodies having important roles in the federal structure include the attorney general, the auditor general, the Federal Land Commission, the Federal Public Service Commission, Election Commission of Pakistan, and the Wafaqi Mohtasib (Ombudsman). Provincial Governments Pakistan’s four provinces enjoy considerable autonomy. Each province has a governor, a Council of Ministers headed by a chief minister appointed by the governor, and a provincial assembly. Members of the provincial assemblies are elected by universal adult suffrage. Provincial assemblies also have reserved seats for minorities. Although there is a well-defined division of responsibilities between federal and provincial governments, there are some functions on which both can make laws and establish departments for their execution. Most of the services in areas such as health, education, agriculture, and roads, for example, are provided by the provincial governments. Although the federal government can also legislate in these areas, it only makes national policy and handles international aspects of those services. Elections in Pakistan At the national level, Pakistan elects a bicameral legislature, the Parliament of Pakistan, which consists of a directly elected National Assembly of Pakistan and a Senate, whose members are chosen by elected provincial legislators. The Prime Minister of Pakistan is elected by the National Assembly. The President is elected by the Electoral college, which consists of both houses of Parliament together with the provincial assemblies. In addition to the national parliament and the provincial assemblies, Pakistan also has more than five thousand elected local governments. Elections in Pakistan are conducted under the supervision of Election Commission of Pakistan. The country offers a multi-party system, with numerous parties. Frequently, no single party holds a majority, and therefore parties must form alliances during or after elections, with coalition governments forming out of negotiations between parties. The Parliament of Pakistan consists of the President and two Houses to be known respectively as National Assembly and the Senate. The National Assembly consists of 342 Seats including 60 seats reserved for Women and 10 Seats reserved for Non-Muslims. The Senate consists of 100 Members including 17 Seats reserved for Women and 17 Seats reserved for Technocrats and Ulema. The Members of the National Assembly are elected for a term of 5 years whereas the Members of the Senate are elected for a term of 6 years with staggered elections every 3 years.
